Input Handler for GBA development

This is the input handler used with Target: Mainframe. It allows control over key repeat times on GBA, just like on a keyboard.

The delay times are not 100% accurate, it all depends on how much each frame time differs. More accurate timing can be obtained with alterations to these functions. For example: if an interrupt was generated instead of a Fake Register (FREG) being set. But I think you'll find the timing is fairly accurate. Feel free to use the code.

Though Credit isn't required, it'd be appreciated.
